Mend Renault Clio Reg Problem

clio 1998 wont start?

hey everyone, i have a 1998 s reg clio, recently the cam belt snapped, so i resolved that problem and the engines turns over correctly, but there is no ignition. theres a spark at the plugs, battery is fine, but plugs are bone dry, could this be the immobiliser? if so my key fob doesnt work so what would be the best thing for me to do? thanks dolby
