I have a Samsung RS21DPSM American style fredge freezer.\r\nI have no problem with making and dispensing ice, but it cannot dispense water?

you probaly have the usual rs21 problem .. starts with water problem - but will lead to fridge temp problems .. trouble you have is water bottle situated in fridge is starting to freeze rather than chill ? ..

this is the early signs of further trouble ...
