Mend Diplomatic ADP8352 Dishwasher Repair Water Flow

How can i fix my diplomatic dishwasher model adp8352?

does not clean items on the lower shelf, appears little or no water coming from lower rotating arm, arm removed and wahed through with tap water totally clear, arm refitted fault still apparant. PLEASE HELP!!!!
