escort rs turbo dont wana start?

my escort rs dont want to start,it has spark and fuel to metering head but nothing to the injectors.Ive made the fuel pump run constant and pushed the flap down but still no fuel to injectors,also no fuel out of the return of the regulator to the tank.....what can the problem be?
