Why does the accl-pump "dribble" gas out of the nozzle?

I put in a new accelerator diaphram on my Onan 18 h-p- engine. but it still "weeps" gas out the discharge nozzle when it runs. I lowered the float setting. And when I shut the engine down, It "pulsates"gas out the nozzle when it is shutting down.
