on the back is an s shaped metal piece held on with 2 screw.remove it and you will see the element in front of you (round silver tube bit).you should get around 29ohms across the 2 terminals with the connector removed (approx).These also have a habit of fusing the track and heater relay on the main control pcb in the fascia panel.remove the pcb.make note where all wires go and then disconnect them all.split the white plastic housing open and then release the pcb with lots of components on and look under the board for burn mark.if you look it usually burns track from relay pin.resolder this and it will work OK
