Mend Saunier Duval Thelia 23E Boiler Filling System

Pressure gauge saunier Duval combi boiler ?

The pressure gauge in my Saunier Duval Combi Boiler Thelia 23E is below one, I have tried filling the system
but gauge still did not move. Both heating and hot water working ok. What should I do? Is it possible that the pressure is ok but gauge not working?
