how can I loosen the handbrake on my ford mondeo 2000?

Chock the front wheels and jack up the back wheels one side at a time with hand brake in OFF position turn each wheel: If they turn easy then it's bedding in and the light will eventually go out. If its tight then check for slackening any auto adjustment mechanism.
Check with your local library they may hold a workshop manual for that model take a look.
