How can I fix?

if your sure that there is no blockage in the pipes (if it is a flexible pipe try dropping a marble or something like down the tube) then check all the filters, dyson and panasonic use a foam filter that really does get cloged and needs washing out. Also if it is an upright vac remove the beater bar and check the inlet tube from that end
