Camcorder tape clings to rotating head?

No matter how I clean my Samsung camcorder head or tapes, whenever I put a tape in, the playing head is prevented from spinning by the tape clinging to its surface. First sign of trouble was distortion or loss of playback due to tape moving too slowly across head ( or head spinning too slowly against tape): now a cassette won't even load in readiness for use.
