Mend Bissell 3594 Vacuum Carpet Belt

the brush does not seem to turn and it immediately breaks the belt?

I have a Bissell Cleanview Powertrak Bagless with Clean Carpet Sensor [Wide Power Trak]. It is practically new. The brush does not seem to turn and breaks the belt immediately. The Model number is 3594 & it is 12 Amps.
