It sounds like you have a pump problem. GE makes these machines, and they are usually easily servicable. You need to take off the front panel. It is held on by two spring catches at the top and rests on two tabs at the bottom. Use a putty knife and slip it in the top edge of the front panel, moving from one side to the other until you release the top spring catches. Then lean the pane forward and lift it off. You want to try to turn the pump blades by hand, they should turn very easily. If they don't, you have something stuck in the pump. You need to get it out. If the pump turns easily and still don't drain, you'll have to replace the pump. I hope this helps.
