Fiat Vehicles, Cars Fiat Brake Drum

Remove wheel, undo the wheel locator dowels (12mm deep socket fits I think) and then give the face of the drum a whack with a hammer to break the seal to the hub, you should be able to remove it then. If still tight try manually pushing back the levers on the backplate where the handbrake cable attatches.
