Mend Ford Ka Blow Hot Air

How can i fix the heaters in my Ford Ka?

The blowers / heater in my Ford Ka (Y reg) seems to always blow out hot air. The dial when put on the cool setting blows out hot air as if the dial is on that setting (hot). I have checked the water levels and they are fine. What can i do, its driving me mad!
