Mend Ferroli Modena 102 Boiler Heating Flow Meter

How can i fix Ferolli Modena 102?

When calling for hot water,boiler fires up and keeps running. Water sometimes hot but mostly cool.Fitted new hw stat and ch stat and flow meter still same problem.
