Mend Water Only Warm

water only warm?

the water coming out of all my taps is only warm yet when i turn on the shower it is hot, if shower on and tap,tap is also hot diverter valve has been replaced any sudgestions somebody said maybe air block but how come shower is hot?if is air block how do i get rid of it thanks chris.
