mtd won't turn over?

the model is 287707 type 0155 code 9305194a
i am almost positive that it is the starter relay wire. according to the chiltons manual i bought, if the starter will engage but won't spin the engine it is either the starter or the starter relay wire. well since i just bought a new starter i am going to assume that it is the relay. Also i was looking at the red with blue stripe wire that is the relay wire and where it connects under the flywheel just above the starter it looked as though that wire and a ground wire possibly (the other wire is yellow)
had welded themselves together. Which leads me to my next question. How do I remove the flywheel to get to where these two wires connect. See the red and blue wire runs from the ignition to under the flywheel and connects there. And I believe that that connection is where the problem is now.

The wires that run under the flywheel are alternator wires.
I really doubt that's the problem. Your engine is an overhead valve design. Check your valve clearences. With the piston 1/4" past top dead center the Intake should be .003 to .005"
and the Exhaust clearence should be .005 to .007"
If your Chilton manual is current it should have the propper procedure in it.
