Mend McCulloch TM251SST+ Problem Replaced Inside

How to fix fuel problem in McCulloch Wipper Snipper Model TM251SST+?

Replaced perished fuel line inside tank and primer bulb. When primer bulb pressed I can hear air movement but it will not suck up fuel into carby.
