Bush IDLCD27TV006 - Flashing Standby Light?

My TV powers up but all i get is a flashing red standby light. I had this problem once before a had it repaired for the price of £40, but after just a month and a half the same problem occurred.

Can anyone help me out as the the repair shop is now wanting to charge my £60 to have it repaired a second time for the same problem
