Yes this is the startup button that has failed. It is a N.V.R switch that is designed to hold in until the voltage drops off and then releases to prevent the mixer from starting up suddenly on its own in the event of a power cut. Another reason could be that your using too long a extension lead as the voltage drop over the long lead may be enough to drop it below the switches limit, about 215 - 220 volts if I remember correctly.
If not the lead then its the switch and it needs replacing, not a hard job, just take the drum off undo the 4 screws on the back plate and unclip the switch from the casing making sure you note the wire position. It may also be a wire has come off the switch so look for that. To get a new switch give belle a ring 01298 84606.
