Mend Hayter 48 Carb Air Running

My hayter 48 rotary mower not running very well??

It starts OK on choke,knock the choke off and it chugs/hunts all the time.It just doesn't run evenly.
Is it the carb settings? air filter blocked??
Any help would be appreciated.
