how can i get my 1999 chrysler neon to start, 2x dead key fobs?

both key fobs on my 1999 2.0l auto neon have died, niether are transmitting despite fitting new batteries. I can gain access to the car via the ignition key, but immobiliser is on, and it does not appear to have an alarm siren if your tip is "alarm" based. I've tried the wiggling in and out of the yellow fuse no 3 but my red neon light just keeps flashing. If I locate second hand oval key fobs do i also need the control unit (from the same car) located under the top of the dash as well? and will this work with my existing ecu?..... never buying another yank car again!.. just want to get it going and sell it.
