Mend AEG 445i Filling Water Level

aeg favorit 445i dishwasher not filling enough?

the dishwasher doesnt fill up with water enough so that when element comes to heat up water, water level is well below element, so causing element to heat up. Had to turn off in case overheated and caused fire. Any ideas what problem could be
