Some boilers have inbuilt pipework and valves that are operated with a special dedicated tool or key which fit into a location under the base of the boiler. Others have an external braided hose with maybe 2 in-line valves and a 3rd valve with a blue knob, once again under the boiler piped into the cold water supply.Using a screwdriver turn the slotted round piece in the middle of the inline valves so that the slots are in a straight line to the valve, now turn the blue knob by hand and hopefully you will hear water passing into the boiler shut off the water at 1.5 bar then reposition the slots on the inline valve to be at right angles .
