fluctuating rpm while mowing?

Hi, I have a briggs and stratten mower (4.5 hp Murray) that starts o.k. but while I'm mowing the engine constantly fluctuates like it revs up and then slows down and then it revs up again and then slows down. It doesn't really stall but something is going on....any help would be appreciated......thanks.....Roman
