Mend Windows Xp Missing

\system32\hal.dll file?

we are trying to reinstall windows xp but it wont let us because
\system32\hal.dll file is either missing or corrupted and is telling us we have to dowload that file. Is there a website where we can download it for free?

If the error is happening when attempting to install off the cd, then the CD may be scratched or defective. If the issue is happening after install upon intial boot you may have a defective hard drive that is causing files to corrupt. Hal.dll is not a downloadable thing, it is custom to every install on a system.
