How can I fix my Hedge trimmer Mode HG 18 Electrolux?

I can't manage to start my hedge trimmer which is a two stroke model with petrol to oil ratio of 40:1. I have changed new spark plug, cleaned air filter,checked spark plug lead and there is a lot of spark jumping on the plug electrods,also cleaned the carburator and checked for any diaphragm fault but every thing seems to in order and I am also following the proper manufacture's instruction on starting. Some times it tries to fire and you can also smell the smoke but that is all it is doing. I think the cylinder compresion is quite good. Could you please help me to get it started.
