sluggish when cold 1996 ford fiesta?

when my fiesta is cold it starts first time yet when i put down the gas it has little to no response and the car moves forward very slowly, i then have to over rev the engine a few times untill it kicks in then the car runs smoothly with no problems, i have the same problem whenever the car has not been used for a few hours or more
