Mend Rust Hot Heating

rust spot on base of emersion tank?

We have just noticed a rust spot on an old emersion hot water tank. it's our only sourse of heating water. the tank is over 30 years old. the rust spot is damp and i'm worried it cannot be repaired. what should i do?
