Both my brake lights dont work?

First i checked the bulbs they were ok, then i checked the condition of the earth around the bulbs it was ok but cleaned it up anyway, then i checked the fuses under the glove compartment they were fine, then i took off the brake pedal contact switch and tested it with a battery charger for resistance with the switch pressed in and out in which i got, the needle on the charger shot up when the plunger full out and stopped when i pressed it back in ?.....Iam totaly lost the car is a 2001 turbo deisel mondeo, any suggestions appreciated.
