ford ka power steering pump 1997?

the p/steering pump was noisey, but working fine and steering, so we changed the pump 4 a second hand one, and put it on, now theres no power steering at all, the system as been bled, heaps of times, but still no p/s, we noticed that the power feed pipe/hose from the pump to the rack, you can move it around, but the union nut is very tight, with no leaks, is this ment to be, do you think it is a faulty pump,or the rack as gone home aswell now, please help. thanks kenny.
