Mend Lawn Mower Recoil Starter Engine

whats wrong with my recoil starter?

when I pull the starter cord nothing engages to turn the engine over. it would seem that the pawls that locate into the cup on top of the flywheel are not coming out when the pull wheel revolves, can you tell me how to fix this
