Mend Neff Dishwasher Arm Bottom

My Neff dishwasher spray arm on the bottom is not turning?

No water seems to be coming through the spray arm and it is not rotating. Dishes in bottom basket have food residue on them. Top spray is working fine.
What is the problem?
