I have to run excessive volumes of water before I get it to a hot state, it can eventually get too hot for my hands. This happens even if the central heating is turned off, which incidentally seems to work O.K.Boiler was installed 2006.
have the CO2 ratio's checked as well, worcester technical trainer told me that ratio incorrect by 0.5% can amount to 2-3 degrees temperature difference at the tap. it's not that uncommon to see them out by a good bit more than that if not serviced properly.

sounds like a faulty temperature sensor, you need some diagnostic skills and a multi meter to investigate and maybe on the phone to worcester technical while in front of the boiler so they can point you in the right direction, if you dont have a multimeter its a technicians job. not a very expensive part but skills required
