steve,if the drum rotates then the brakes are off enough to remove the drum a gentle force is required try tapping the brake drum from the rear while rotating the drum, the shoes wear down and create a small lip inside the drum which stops the drum from just pulling off once the drum is off then use emery tape and rub the inside of the drum so that the lip is smaller and the drum will fit back on better than it came off.[o yes dont forget there is a screw in the drum incase you didnt know]remove that before you try good luck m8
