Mend Packard Bell MZ35 Power Lead

power lead in but no power?

i have the power lead in and green light on is glowing. but when i turn power on to the laptop nothing happens. its a packard bell easynote mz35. i know there is a recall on the mx range. im wondering if it is the battery, and i change it willthat solve the problem?
