hi there, uv got to open the electric rear window first then reach back of tail gate threre you will find release lever , ive had one had same prob ..

Hi-lux surf rear tail gate,you have to drop the rear window first.switch should be at central consol between seats,or tail gate key acts as switch.if electrics dont work you may need to check fuses or take rear panel off to lower manualy.hope it helps
