My bolier won't heat water unless the central heating is switched on?

My central heating and hot water system works fine when the heating is on. If I select hot water only... nothing happens. The boiler doesn't fire and consequently the water isn't heated. An electrician thinks the problem is on the temperature dial/switch on the boiler. Does this sound likely and is it an eay fix?
