Mercedes A class electrical problem?

Both headlights failed to work on low beam only. All other electrics were working perfectly. Changed both fuses (1 per low beam, left and right) but both were ok. Now car won't start. Ignition lights come on and do not dim and there is no clicking from the battery when the key is turned.
