delonghi ess602 max heat?

Hi I have a delonghi ess602 elctric oven .One of the halogen hobs has a variable heat on a scale of 1-12. When turned on to level 1 it lights up (rapid heat ) and goes to maximum i.e level 12 and stays on full belt . It is quite old and I imagine it needs a new part, but which one I don't know. Thanks for any help.
