Mend Ferroli Boiler Hot Water Control

Ferroli F24?

Hi i have a ferroli F24 the problem i am having is the Hot water is boiling hot even when the setting is on zero on the boiler from the control knobs and also the central Heating won't turn off from the control knob's.
I have replaced the control knob's with new one's but no difference.
When i need hot water the heating also comes on please help as i can NOT afford heating on all the times thank you.
