how exactly do i jump a solonoid on a 1998 mtd lawn mower.

Why are we jumping a solenoid?
If you think it's bad test it with a cheap test meter. If you get 12 Volts from starter side terminal to ground with a meter the solenoid is working properly.
Or for that matter a new solenoid is about $15 at Lowes, many hardware stores ot Tractor Supply stores. About the same cost as a cheap test meter. If you'd accidentally ground out that hot wire on the solenoid trying to jump it the battery could explode.
