Mend Kenmore 564.2950 Upright Defrosted Door

Kenmore 564.2950 small upright freezer?

I have the noted freezer cleaned out & defrosted. Replaced the door gasket as the old one was ripped. Plug it bak in and the black compressor gets hot but no cooling to the coils inside. There is no adjustable thermostat and no on/off sw. Any suggestions on how to get it running?
