why wont my fiesta xr2 start?

my fiesta mk 2 xr2 wont start. its got a new engine lots of fuel and spark what could it be. admitidly the carb could do with a clean up though but every thing else is spotless

Is the engine timing set correctly?

You say it has a new engine has it ever been running?
or is it second hand / rebuild / exchange.

you say lots of fuel is this in the tank or is engine flooded?
Are spark plugs v wet with fuel?
