Mend Light Work Turn

Light dimmer wont work?

A while back the light dimmer switch (oneway) stopped dimming the lights however it was able to turn the light on and off. By turing the know the light flickers and does not dim.
Replaced the dimmer switch and the same problem. Could I have a faulty ground somewhere in the house? Any ideas?
