I am an unqualified muppet with respect to boilers so my opinion is worthless...
You do not mention the make & model of your boiler which does not help diagnosis much. Assuming it's not a combi - then, when the boiler runs (for hot water say) the pump should also run - if the pump were bad the overheat cutout would trip - and it isn't tripping so you can assume a good pump.
Both bigalec and erj suggest the motorised valve - it looks something like this...

and has a manual lever you can see in the picture - sometimes they get stuck in the wrong position.
You say the room thermostat clicks at 8 deg C suggesting it's asking the boiler to run - providing the timer programmer is also asking for heat then the boiler should fire up and heat the radiators - or the hot water tank if the valve is in the wrong position - but that's not happening - the boiler is not firing for C/H so it may not be the motorised valve.
The key question is - is the boiler "seeing" a request for heat from the timer/programmer room/stat circuit - either might be defective and causing the symptoms you have.
If your boiler is a combi then this answer should be ignored. It should probably be ignored anyway.
