Citroen Dispatch Van 04 Brake problems?

I have a Citroen Dispatch Van 2.0L Diesel 54 plate and the brakes are not right. The brake pedal presses normaly under foot but it has a very slow return and in the cold you can feel that the brakes are taking time to release after pressing which in the ice conditions are a bit worrying, i have had this problem for some time but it has become really noticable in these very cool days. Can anyone help..
