glow worm clicking on&off every 3-4 mins?

Hi I have a glow worm fuel saver f, the problem is that it heats up fine (water+heating) then it keeps clicking on and off all day at three mins intervals.also the thermostate in the hall only clicks on and off between 15 -20c are these related problems or seperate.
