How can I fix my Kenmore washing machine so it drains in cold weather?

My washing machine is in the utility room outside, but attached to the apt building. This winter, our drains or pumps have been freezing up and machine will not empty. This is happening in all first floor apt. utility rooms, but not the ones upstairs. My neighbor puts antifreeze in short wash cycle first, then does regular wash load (this works for her.) Our maintenance person is going to try elevating my machine off the cement floor. The gas boiler is in that small room, in addition to the hot water tank which I have wrapped with insulation, pipes are also wrapped w/insulation. The upstairs apt is vacant, so if I go up and run that washer through, then mine will start emptying and run well. These attached, outside rooms are small, uninsulated and unheated. Maintenance has called professional who said there's not much you can do. What do you think?
