Mend Glow-worm Fuel Saver 100 Heating Temperature Controls

Glow-worm fuel saver 100 rads not getting warm enough?

when first installed water warmed very quickley then stat cut in and boiler stayed of for about 30 secs then came on again everything was ok .... now stat does not cut in and boiler seems to be on all time but rads not hot enough. if i turn controll to the nearly off position stat senses water temp but comes back on within 16 secs .....what controls water temp
